  1. TO: Handicapped/disabled applicants seeking exemption for the Amateur Radio 13 
  2.     or 20 words-per-minute Morse code examination requirements as permitted by 
  3.     FCC Rules Section 97.505(a)(5)(i)(ii):

  5. Dear applicant:
  6.  
  7. It is the intent of the FCC's allowance for exemption/credit of the FCC's 
  8. Morse code examination requirement for the General, Advanced or Amateur Extra 
  9. class license, that you are permitted to apply for exemption/credit if you are 
  10. not able to pass the 13 or 20 WPM Morse code examination due to the severity 
  11. of your handicap or disability.  The FCC will not exempt you from the initial 
  12. 5 WPM Morse code requirement, however.
  13.  
  14. To begin, the FCC provides guidance to you and your Physician within the 
  15. enclosed FCC Fact Sheet.
  16.  
  17. Taking the FCCs guidance into account in considering the exemption/credit 
  18. option, we hope that you have at least attempted to pass the examination using 
  19. the new, more flexible, examination procedures announced by the FCC, which 
  20. include:
  21.  
  22. 1. Where warranted, we may now offer you a sending test (instead of a 
  23.    receiving test).
  24.  
  25. 2. Where warranted, we may pause the tape for you to allow you to speak out 
  26.    what you have copied.  Or, we can allow you the necessary time to write 
  27.    down what you have copied by pausing the tape after phrases/sentences; or 
  28.    in groups of words; or by individual word, or in extreme cases where        
  29.    warranted letter-by-letter.

  31. In most cases, the above flexibility will allow you to pass the Morse code 
  32. examination on your own--therefore not requiring an exemption of the Morse 
  33. code requirement because these procedures may have accommodated you severe 
  34. handicap or disability.
  35.  
  36. Attached is a Physician's Certification of Disability and Patient's Release 
  37. form.  After it is completed, you must submit this document directly to a VEC 
  38. accredited VE Team (this may be the team who is administering your written 
  39. exam[s]).  As required by the FCC, you must currently hold at least a Novice 
  40. license, or a license which conveys credit for having passed a Morse code 
  41. examination element, and you must already have earned credit for the necessary 
  42. written exams for either the Technician (Element 3A) plus the General (Element 
  43. 3B), Advanced (Element 4A) or Amateur Extra class (Element 4B).

  45. In order for your Physician's Certification to be accepted for 
  46. exemption/credit by a VE Team, we recommend that you review the following 
  47. check list to ensure that your certification will be acceptable:
  48.  
  49. * The Physician's Certification must be completed by both your Physician as 
  50.   well as by you.
  51. * The completed Physician's Certification (made by Medical Doctors or Doctors 
  52.   of Osteopathy, only!) contains an original Physician's signature in original 
  53.   penmanship.  The signature is not a signature stamp, nor is it a photocopy.
  54. * The certification must be dated by the Physician.
  55. * You already hold, or intend to take at the session, the necessary written 
  56.   elements required toward an upgrade.

  58. If your Physician's Certification meets the above requirements, then your 
  59. request must be presented to an ARRL/VEC VE Team with a check or money order 
  60. in the amount of $5.25 for 1991 or $5.40 for 1992 (our standard processing 
  61. fee).  Only VEC-accredited VE Teams may process your request because they must 
  62. provide you with a CSCE indicating that you have been given Element 1C 
  63. exemption/credit for presenting your correctly-completed Physician's 
  64. Certification.

  74.                       INSTRUCTIONS TO THE DOCTOR
  75.  
  76. You have been presented with these instructions and certification form for the 
  77. purpose of certifying to the Federal Communications Commission (FCC) that the 
  78. patient under your care will not be able to pass the required 13 or 20 words-
  79. per-minute Amateur Radio Morse code examination because the patient suffers 
  80. from one or more severe handicap(s) in accordance with Section 
  81. 97.505(a)(5)(i)(ii) of the FCC Rules.  
  82.  
  83. Since you may not be aware of what the examination entails, here is a 
  84. description of the examination and the allowable procedures for examining 
  85. someone who has one or more severe handicaps or disabilities.  (See also the 
  86. attached FCC Fact Sheet).
  87.  
  88. The Morse code is usually presented via audio as a series of dot and dash 
  89. sequences sent at a particular speed.  Other types of presentations include 
  90. flashing lights and/or a tactile pad.  The dots/dashes translate into 
  91. individual characters of the alphabet; numbers 0-9; punctuation involving the 
  92. period, comma, question mark, fraction bar (/); and three procedural signs 
  93. made up of two-letter combinations.  For example, the letter "A" in Morse code 
  94. is dot-dash; the number "1" is dot-dash-dash-dash-dash and the period "." is 
  95. dot-dash-dot-dash-dot-dash.
  96.  
  97. The applicant is required to communicate to the examiners information 
  98. regarding the content of the Morse code message that is presented in the 
  99. examination.  The reasons a person might not be able to pass the test include 
  100. audio/visual input processing disorders, the inability to communicate the 
  101. information which has been comprehended, or other similar difficulties.  On 
  102. the preceding page is an FCC Fact Sheet which will provide you with additional 
  103. information.

  105. The FCC makes flexible procedures available to the examiners in order to allow 
  106. the patient to convey the translated Morse code information to the examiners.  
  107. The examiners may write for the patient--if the patient cannot do so.  The 
  108. examiners may allow the patient to send the Morse code (in dot dash sequences) 
  109. instead of having the patient listen and translate [this is especially helpful 
  110. for hearing impaired patients].  The examiners may pause the Morse code exam 
  111. audio tape recording so that the patient may keep up with the pace of the 
  112. exam--where warranted the tape may be paused in groups of words, sentences or 
  113. phrases; or after each word; or after each character.

  115. We are looking to you as the expert to certify that the patient will not be 
  116. able to participate in the examination process.  Be aware that medical 
  117. information as it pertains to the handicap or disability must be made 
  118. available to the FCC upon their request as authorized by the patient's signed 
  119. release.

  121.             Note that you may only make this certification 
  122.             if the duration of your patient's handicap will 
  123.             extend for more than 365 days beyond the 
  124.             certification date.

  126. Only this format is acceptable by the FCC, so please complete (fill in the 
  127. blanks) this form as indicated.

  129. Your certification must be returned to the patient who will present it to the 
  130. examiners so that it may be forwarded to the Federal Communications 
  131. Commission.
